After yesterdays update, you have more of a chance to get the sceptre the deeper into pyramid plunder you go, capped at room 5+ at 1/650 i believe. So honestly just do as many rooms as possible, whilst looting the main chest. Any apparition of scarab swarm or mummy means you won't get a sceptre, so force a restart of all the rooms!
